In Attendance:  S. Holovacs, F. Ostrander, B. Brady, H. Strickler, D. Roth, J. Gabriel, Gwen Fisher, Mayor Anderson, D. Squires, C. Schmidt, C. Howard. Absent: M. Rossini

Call to Order:  D. Roth, Chairperson, RESOLVED THAT this Streets, Buildings & Grounds Committee consisting of J. Gabriel, Vice; and, F. Ostrander, Member does now come to order.

TOPIC ONE:  Edson Street

H. Strickler stated that the Edson Street soil boring report was submitted to council and had hoped they all had the chance to review it.   It was also noted that McGuiness Unlimited was approved to update the Edson Street construction costs since the prior ones were stale.  It was noted that an assessment roll was not part of the services provided by McGuiness.  H. Strickler asked if the engineer of record on this project (Michael Benza) had submitted a proposal to update these costs.  D. Squire reported no.  H. Strickler said they may not even be interested in updating the assessment costs. 

B. Brady thought the city should decide whether they have the money to do the paving.  She said the storm water fund has money and the residents will pick up the cost for the sidewalks and the curbs.  She said they need to wait to see what the price quote is on the paving.  H. Strickler said the permissive use money was supposed to be part of the projection, unless the administration used the money for something else.  She said this was always part of the future.  She asked for somebody to explain where the money went.  B. Sasala said that all of the items that were being considered (Lagoons, Urban Paving, West River-MPO, Edson Street) had a total of $1.7 million.  He said that the finance director told them that they would have to borrow the money for 20 years and they would have $58,000 a year left over to do other projects.  He said there is approximately $500,000 in the permissive use fund now and another $200,000 or so will come in this year, which will bring the total to $700,000.  He said they are committed to paying between $550,000 and $575,000 for urban paving this year.  He said the city also has the Lagoons obligation.  D. Squires said $375,000 is still owed to Buckeye, plus corrective measures beyond that. B. Sasala stated that the administration did not say that the money was set aside for Edson Street.  H. Strickler stated that she will review the minutes.  B. Sasala said this project was included with other things.

J. Gabriel asked what the current paving number is for Edson Street.  B. Sasala said it is around $350,000.  H. Strickler said this is based on stale costs and that is why they are getting updated figures. S. Holovacs said they need to wait for the revised numbers before doing anything more on this issue.

Skip Griffith of Timberview said they are in third year of this administration, so why would the city even consider Michael Benza for updating the costs.  He said that Benza screwed up the Lagoons.  He asked why the city is considering any more money in the Lagoons.  The project was done and paid for, and any additional monies at this point should either come from the contractor or Michael Benza.  He said somebody else needs to be responsible for this.

The topic on Edson Street was referred to the February 11, 2008 Finance meeting.

F. Ostrander didn’t remember them talking about borrowing any money for Edson Street. In fact, he thought the money was there too.

J. Gabriel asked if the amount of Lagoons was money that was withheld.  D. Squires stated that $375,000 was held from the original project.  He said he presented council with a package in reference to the Lagoons for their review.  This issue too was referred to the February 11 meeting.

Adjournment:No further business was presented and Chairperson D. Roth adjourned the meeting.

The next meeting is scheduled for February 25, 2008 at 7:00 p.m.
